Director of Compliance & Risk Management ($75,727 – $96,941 annually)

POSITION SUMMARY

The Director of Compliance & Risk Management is accountable for operationalizing High Plains Community Health Center’s Compliance, Risk Management, HIPAA, and Safety programs including policies and procedures to follow current healthcare regulations.

PRODUCTIVITY AND EXPECTATIONS:

The Director of Compliance & Risk Management is an essential component to the success of HPCHC. This position is expected to prioritize time and responsibilities in the following manner:

30%: Compliance

  • Responsible for the professional development and execution of Compliance functions, including the evaluation, development, implementation and ongoing maintenance of the Corporate Compliance Plan.
  • Responsible for the application of the Compliance Plan in operations including compliance reviews, plans of action, staff training and communication, and contractual arrangements
  • Leads staff Compliance Committee Meetings.
  • Responsible for policies and oversight of all regulatory requirements pertaining to Compliance, Risk Management, and
  • Accountable for tracking and reporting HRSA related requirements (ex. OSV, FTCA).
  • Participates in the Colorado Community Health Networks (CCHN) Corporate Compliance Peer
  • Complies with continuing education and advancements in Compliance
  • Consults with General Counsel as needed to resolve difficult legal compliance

25%: Risk Management

  • Establishes, implements and monitors HPCHC’s Risk Management (RM) plan in order to mitigate risks—particularly Potentially Compensable Events (PCEs).
  • Lead risk management by providing quarterly and annual risk management board reports, staff training, identifying risks and vulnerabilities, implementing corrective action plans, and mitigating future
  • Chairs the Risk Management Committee, and reports all required information.
  • Responsible for quarterly risk management
  • Collaborate with the Chief Medical Officer to review related data and create process improvements.
  • Responsible for the daily management and processing of claims related activities and serves as the claims point of
  • Leads the response to incident reports to address issues and lead event analysis and development of corrective action plans. This includes initiation of Root Cause Analysis when indicated.

10%: HIPAA Administration

  • Serves as the HIPAA Privacy Officer for the organization by advising, overseeing investigations and reporting, and ensuring appropriate Notice of Privacy
  • Administers and tracks HIPAA education for all
  • Project manager for yearly HIPAA Security Risk

15%: Compliatric Program Administrator

  • Oversees and manages 100% of Compliatric functions.
  • Administers system configuration, maintenance, and optimization.
  • Manages policy and procedure library, version control, and annual review within Compliatric.
  • Oversees tracking and resolution of patient complaints and employee complaints within the system.
  • Ensures accurate documentation and reporting of compliance-related activities.
  • Develops and delivers Compliatric training for staff and leadership.
  • Generates system-based reports for executive leadership and Board reporting.
  • Ensures alignment between compliance workflows and Compliatric processes.

10%: Infection Control

  • Assures compliance with testing and vaccination requirements for all HPCHC and contracted staff.
  • Coordinates and oversees HPCHC’s procedure for blood and body fluid exposure.
  • Implement processes for minimizing transmission of infectious disease within all facilities.
  • In conjunction with the CMO, coordinates HPCHC’s response to endemic or epidemic infectious disease events.
  • Advises clinical personnel on emerging infectious diseases relevant to the region.
  • Develops and assures compliance with employee hand hygiene protocols

5%: Patient Safety and Satisfaction

  • Plans and implements patient safety policies and activities in support of National Patient Safety Goals.
  • Exercises oversight and collaboration with key staff to ensure the effective integration of the Patient Safety Program functions by the organization.
  • Collaborates with leadership throughout the organization to ensure the health center participates in a culture of safety.
  • In conjunction with appropriate management and director staff investigate and responds to all patient grievances.
  • Collaborates with operational leadership regarding patient grievances, facilitates process change to address recommended improvements.

5%: Board Liaison and Reporting

Acts as a Board liaison in a “dotted line” capacity to the Board of Directors

  • Per HRSA, provides the Board of Directors with a summary of patient grievances and outcomes as well as summary reports of patient satisfaction data and improvement efforts.
  • Responsible for quarterly risk management assessments and annual risk management report to the board and to FTCA.

QUALIFICATIONS

  • Bachelor’s Degree required.
  • Certification in Compliance Healthcare (CHC) within 6 months of hire
  • Five years of experience in healthcare operations, FQHC compliance, policy development, regulatory implementation, contract management, and auditing is
  • Knowledge of the principles and practices of risk management, compliance, infection control and patient safety in an organization as well as in the clinical setting. Ability to evaluate and make recommendations for improvement.
  • Knowledge of primary care operations and Patient Centered Medical Home.
  • Knowledge of risk management concepts and practices.
  • Knowledge of applicable laws and regulations within the health care industry.
  • Knowledge of infectious disease control standards.
  • Ability to research, analyze, interpret complex data, and present comprehensive reports
  • Demonstrates leadership qualities through collegial relationships with other management and promotes collaboration is
  • Proficiency with Microsoft Office suite of programs and Electronic Medical Records (EMR) systems and knowledge of applicable computer systems, programs, and applications.
  • Ability to speak both English and Spanish preferred.
  • Experience working with a diverse population and/or underserved populations preferred.
